Cause

When the number's WhatsApp is connected through another business solution provider, a separate Cloud API app cannot send as that number. Subscribing your app to the WABA does not change it.

Fix

Send through the provider the number is connected to, or move the number to your own app. One number cannot serve both.

Apply

POST /{WABA_ID}/subscribed_apps succeeds but does not lift the #200; check which app or provider owns the number in WhatsApp Manager.
