Cause

Notes are separate records, and creating one does not update the parent's Modified_Time.

Fix

Judge activity by the newer of the last edit and the newest note.

Apply

last_activity = max(deal.Modified_Time, newest Created_Time among notes whose Parent_Id is the deal or its contact)
