Cause

Provider v5 does not throttle itself against Cloudflare API rate limits, so Terraform's default parallelism bursts past them. Maintainers acknowledged it and the issue is still open.

Fix

Lower parallelism, split large stacks, and use refresh=false for targeted changes. Enterprise accounts can ask support for higher limits.
