Cause

In Flexible mode Cloudflare talks to the origin over plain HTTP, so an origin that redirects HTTP to HTTPS answers every proxied request with a redirect. The browser keeps following it forever.

Fix

Install a certificate on the origin and switch the zone to Full (strict), or drop the origin redirect and use Always Use HTTPS at Cloudflare.

Cloudflare dashboard > your zone > SSL/TLS > Overview > Encryption mode: Full (strict)
