Cause

Workers Free allows 10 ms of CPU time per HTTP request, while Paid defaults to 30 seconds and can be raised to 5 minutes. Waiting on fetch does not count, but parsing, crypto, and rendering do, and local dev does not enforce the cap.

Fix

Move the Worker to Workers Paid and set a CPU limit, or move heavy work out of the request path.
