Cause

Hobby teams cannot deploy private repositories owned by a GitHub organization, GitLab group, or Bitbucket workspace, and only the Hobby owner's own commits deploy. On Pro, the commit author must be a team member linked through Login Connections.

Fix

Move the project to a Pro team and add the committers, make the repo personal or public, or deploy from CI with the Vercel CLI and a token.
