Cause

A cache can restore the browser folder but not the system libraries that install --with-deps adds through apt. Playwright's docs advise against caching browsers for that reason.

Fix

Drop the cache and run install --with-deps every time, or key the cache on the exact Playwright version and still run install-deps on a cache hit.
