Resend webhook endpoint gets disabled after repeated failures and events stop

Cause

Failed deliveries retry on a schedule that runs from immediately to roughly 28 hours later, and an endpoint that keeps failing is disabled automatically. Slow handlers produce repeats that look like duplicates.

Fix

Return 2xx fast and process in the background, dedupe on svix-id, then re-enable the endpoint in the dashboard and replay the missed messages.
