Cause

The API rate limit is shared by the whole organization, so a tight loop of reads trips it for every client in the org.

Fix

Retry 429 and 5xx with exponential backoff that honors Retry-After, and pause a few hundred milliseconds between scenarios. Report a throttled read as unchecked, not as a failing scenario.

Apply

await sleep(350) between scenarios; on 429 wait Retry-After seconds, else 2^attempt seconds capped at 30, and retry up to 5 times
