History shows no runs for hours on a scenario that polls every 15 minutes

Cause

Make does not write an execution to history when a polling trigger runs and finds zero new items. A quiet trigger and a dead trigger look identical in the history view.

Fix

Judge liveness from nextExec, not from gaps in history. A healthy poller has nextExec in the future and it moves forward one interval after each poll.

Apply

GET /api/v2/scenarios/{id} and compare nextExec with the current time; check again after one interval and confirm it advanced.
