Cause

Since 2023-09-01 Twilio blocks all US bound SMS and MMS from +1 10DLC numbers that are not in the sender pool of a Messaging Service tied to an approved A2P Campaign.

Fix

Finish Brand and Campaign registration, add the number to the Messaging Service linked to the Campaign, and send through that service. Use a toll-free number, short code or Verify while registration is pending.
