Toll-free number messages to US and Canada fail with error 30032 until verification is approved

Cause

Since 2024-01-31 Twilio blocks traffic from toll-free numbers whose verification is restricted, pending or rejected. Buying the number does not verify it.

Fix

Submit Toll-Free Verification in the Console or through the Messaging Compliance API and wait for approval before sending. A rejected request can be edited and resubmitted for seven days.
