Cause
In public repositories, scheduled workflows are disabled automatically after 60 days without repository activity. Schedules also only run from the default branch.
Fix
Re-enable the workflow and keep some activity in the repo, or trigger it from an outside scheduler with workflow_dispatch. Merge schedule changes to the default branch.
