Cause

Private apps get 100 requests per 10 seconds on Free and Starter and 190 on Professional and Enterprise, per app. The daily cap of 250,000 to 1,000,000 is shared by every private app in the account and resets at midnight in the account time zone.

Fix

Read X-HubSpot-RateLimit-Remaining and pause when it is low, use batch endpoints for bulk work, and treat a DAILY 429 as a stop until the reset rather than retrying.
