Cause

Link-based edit access to a folder owned by another account is not enough to create a shortcut in it. The same shortcut into your own My Drive works at once.

Fix

Do the work from the account that owns the destination, after the source is shared with it. Verify sharing with the permissions API rather than the share dialog.

GET https://www.googleapis.com/drive/v3/files/{fileId}/permissions and confirm the expected account is listed
