Cause

Restricted keys separate List from Read. Listing resources needs the List permission.

Fix

Tick List as well as Read for each resource the key must enumerate.

https://console.twilio.com/us1/account/keys-credentials/api-keys/<key SID>: tick List next to Read for Messages, then Save
