Cause
Formatter assumes the input is UTC when From Timezone is empty and outputs UTC by default, and a new account timezone is UTC until changed.
Fix
Set From Format, From Timezone and To Timezone on every date transform, and set the account or Zap timezone.
Apply
Formatter > Date / Time > Format: From Format = YYYY-MM-DD HH:mm, From Timezone = America/Chicago, To Timezone = America/Chicago
